I found it in june 2000 in Mesnil Saint-Denis, Yvelines, France  

GRIFFON is a french mark who dates of before 1900.

The head badge represents the mythical animal perched on a wheel.

2 gears by rear wheel reversal

The fixing system allows the fast reversal of the rear wheel and the automatic adjustment of the chain tension on a different gearwheel.
