I Found it in july 2000 at Déols, Indre, France.
 

 

Ecusson

The central drawing represents a car's wheel which the rays are involved in wings.

The inscription "Le Blanc" indicates that this bicycle was built at the Dilecta factory of Le Blanc, Indre, France, so after 1935, date on which the De Dion-Bouton mark is purchase by Dilecta. 

It's a woman's bicycle from the beginning of the 1940's.

51 cm "Col de Cygne" frame, black color. 

Total weight: 13,9 Kgs.

Flat steel handlebar, with red rubber levers.

650 wheels with "Chapeau de gendarme" profile rims. Fixing by nuts on the frame. 

Front and rear brakes with flexible cables and side pressure on the rim.

Painted steel chain-gard.

Leather saddle. 

Painted steel front and rear mudguard. The back mudguard allows the addition of a net guard-skirts. 

Steel rear rack. 

No lighting, but a reflector on the rear mudguard.
